Education Undergraduate, University of Wisconsin at Madison - Mechanical Engineering Undergraduate and graduate, George Washington University - Mechanical Engineering Technical Qualifications Mr. Wichman has over forty-seven years of professional experience in mechanical design and structural integrity evaluation aspects of structures and components in naval nuclear and commercial nuclear systems. He has thirty-two years in the technical supervision of multi-disciplinary engineering groups. Professional Affiliations Mr. Wichman has forty-five years of membership and participation in nuclear codes and standards activities including ASME, ANS and PVRC Prior Professional Experience Emc2 JUNE 1 2003 to PRESENT During this period, Mr. Wichman participated in two major efforts for Emc2. He and Dr. Wilkowski developed presentations for a LBB seminar for key personnel of Eletronuclear (a Brazilian electrical utility with two operating nuclear power plants). The seminar was conducted in Rio de Janeiro. In addition, an Eletronuclear engineer was trained in LBB analyses procedures. Subsequently, Mr. Wichman and Dr. Wilkowski guided and reviewed the Eletronuclear LBB analyses of the Angra 1 main coolant loop piping. Also an independent evaluation of that analysis was performed by Emc2 and the results were presented to the CNEN (Brazilian Nuclear Regulatory Commission) by Mr. Wichman in Rio de Janeiro. In the other major effort, Mr. Wichman participated as one of three engineers solicited by the CANDU Owners Group (COG) to conduct an external review of the COG’s Feeder Fitness for Service Guidelines (FFSG). A critical review of the FFSG and voluminous background and supporting documents was performed and each of the three review team members documented their findings in individual reports and collaborated to develop a joint report. The review team presented their findings and recommendations to the COG and other involved organizations in Toronto, Canada. USNRC MARCH 2002 to October 2006 Mr. Wichman was re-employed by the USNRC as a Special Consultant in March of 2002 after retirement in January of 2002. Mr. Wichman had the lead technical responsibility for review of the Davis-Besse proposed head repair, helped formulate CRDM flaw evaluation guidelines, had a lead role in the North Anna 2 head replacement design reconciliation effort, reviewed NRC Bulletin responses on PWSCC of CRDMs and boric acid wastage of PWR heads, participated in NRC’s effort to develop/confirm LOCA probabilities, was a key participant in developing NRC’s position on LBB in light of PWSCC in Alloy 600 and Alloy 82/182 weld materials. He revised and updated 10 Standard Review Plan (SRP) Sections in the materials engineering area and successfully defended those revisions before the ACRS. He continued his participation as a member of both ASME Code Section III and Section XI committees. USNRC / AEC 1987 to JANUARY 3, 2002 Mr. Wichman was the Chief of the Structural Integrity and Metallurgy Section, EMCB, NRR (1987-January 3, 2002). He was responsible for the technical supervision, review and coordination of the analyses and evaluation of reactor pressure vessel integrity (e.g., PTS, low Charpy upper shelf, LTOP , pressure / temperature limits and Master Curve application ), flaw evaluation of operating plant components, the BWRVIP program, Leak-Before-Break submittals, License Renewal Applications, turbine integrity, reactor coolant pump flywheel integrity, steam generator tube/ support plate/ shell / tube plug integrity, failure analyses and weld repairs of degraded safety-related components and PWSCC of Alloy 600 and 82/182 materials in PWR piping and penetrations (e.g., CRDMs , safeends and instrument penetrations). He conducted the first Leak-Before Break review, developed CRGR package and technical bases for modification of GDC-4 rulemaking, He reviewed more than thirty-five PSARs and FSARs for CP and OL applications, wrote safety evaluations and made related presentations to ACRS, He authored the standard format and content for HTGR applications, He reviewed and evaluated the partial meltdown at Fermi 1, He participated in the “five plant shutdown”, wrote IE Bulletin 79-07 and directed the follow-on effort, and He authored numerous NUREG reports, safety evaluation reports (SERs) and published papers on structural integrity issues. NAVY DEPARTMENT (Bureau of Ships/NAVSEC) 1959 to July, 1969 Mr. Wichman was the Head of the Pressure Vessel and Stress Analysis Section. He was responsible for formulating design criteria for all critical class pressure vessels including catapult steam receivers, submarine heat exchangers and reactor vessels. Accomplishments include: Submarine Safety Program Task Manager for Code 08 (Naval Reactors), Testimony at Naval Board of Inquiry on sinking of the Thresher, Author of Military Specifications for pressure vessels, Author of "landmark" Welding Research Council Bulletin 107, Contributor to the classified NRS-1 and SDB-63 design codes, and Navy representative on ASME Code, Section III, Subcommittee on Nuclear Power.
